I found this online a while back. It was an entry for a comp in 2006 where people were given a brand new 40th figure to customise in any way they wanted, this one stuck out to me the most:

Couldn't tell you for sure Jason but it looks to me like it's been dipped in some kind of plasticising paint then posed and left to dry.
