But, some of them look familiar and I'm trying to figure out if they have infiltrated Gangrene's evil forces or if some of Gangrene's men have infiltrated the police?

The only blond one in the group picture will look familiar to you because he once was a Gangrene henchman. I changed him into a policeman because he suited a Policeman’s look instead of a Gangrene henchman.
