This is one of those pointless "I have no idea what that thing is" replies. Embarassed What is the size? Is it a 12-inch (give or take) figure? It has a sort of mummy look to it. But then, it also looks reptilian. Or... are those tentacles wrapped around it?

EDIT: A Google image search returned a result immediately: it is a Mattel Max Steel Bio Constrictor figure, released circa 2000.

He is a Max Steel villain, called Bio-Constrictor.

To my knowledge there are three versions of him. The first figure was a regular
figure, the second has a telescoping neck (he's a snake man), and the third
you can put water in, and when you pump his head he spits "venom."

And yes, I know what that last line sounds like. lol! lol! lol!

I need to find the ones I have. I have two of the first two versions (as I recall)
and one of the venom spitting version. The last one looks meaner than the first
two.

And yes, he is 12" tall.

The guy that played Odo on Star Trek: Deep Space Nine did the voice of the
character on the Max Steel cartoons.

His name is Rene, I can't remember how to spell his last name.

Venom spitting?
I find it a little amusing that he has those weird in-character hands and arms, but his little feet that peep shyly from under his trousers are perfectly Ken-like!
I'm betting his legs are the same.

That's the thing with Mattel figures. Tiny feet. And since the figure comes with
no shoes, it makes it kind of hard to get them to stand. But the legs do have
movement, unlike Ken. They are the same color as the rest of the body,
but don't have any kind of detail like the chest and arms.

First version from 2000, which is the same as you have pictured.

He came with a large, bulky weapon, and two mechanical snakes. It has been
awhile since I had looked at my figures, I forgot there's a sliding button on
his back that raises his head.

The second photo shows the sliding button on his back, and where the two
snakes can attach. The third shows the head up on the left and down on the
right, how it "telescopes."

Version two of Bio-Constrictor from 2001.

This version has the same head and weapons, but his chest is a little
different. There are three snake heads sticking out from his body
and his telescoping neck is more pronounced. I'm not sure whether
to describe it like a bellows or an accordion.

The one on the right I got in a figure lot or Max Steel item lot
from ebay. It was a nude figure. I found a pair of Max Steel pants
and a sci-fi looking pistol for him.

As you can tell from the photo his neck has damage, sort of
crushed in a couple of spots. I have yet to figure out how I can straighten
it out a bit, enough to "fold" it down to get his head back in place.

Version three, which at the moment I'm not sure what year it was.

I remember opening a plug, like you find on water guns. I was
thinking it was on his shoulder or back, but it's not visible. I
remember trying it out, so I'm guessing it's under his head. I
don't remember how to access it, I'm guessing the instructions
were on the card back, which I should have somewhere. I bought
these figures years ago, but I remember they all came on
blister cards.

However this is the "venom spitting" version of Bio-Constrictor.
The chest seems to be the same as the second version, but the
head is different as the mouth is open. In the close-up of the
head, you can see where the water comes out of his mouth.
Instead of a trigger (like a water gun) his head is pushed down
to pump out the water, giving him a "spitting" appearance.

I you notice, there's a snake head that sticks up above the barrel of
the pistol.

(Not so keen on the bellows neck bloke.)
Their skin looks not so much like a snake but more as though their intestines are somehow outside the body cavity. 
Creepy to the max?

The spitter is definitely meaner looking.

And I like his weapon. The big bulky weapon of the first two, along with the
tiny feet, makes standing them a challenge. I had at least four "shelf dives"
while trying to do the photos.

Back in the day when I saw these on ebay, the first two were easy to find.
The spitter was the only one I saw. I guess he's a little more scarce, harder
to find.

After a few years, these villains were replaced by the Elementors. I have a
few of them scattered around.

Psycho was the main villain for Max in the early years. There are a few more
versions of him. I have five Bio-Constrictors, but several Psychos. I got them
all, including Vitriol, about ten years or so ago on ebay.
