Very cool comic book and Captain Action looking good but whos the strange Dr Evil I havn't seen that one before?

I suspect you mean the Round2 Dr. Evil. A few years after Playing Mantis stopped production, a company called Round2 tried once more to resurrect the Captain Action line. The attempt only lasted a couple of years, around 2012-2013. Round2 redesigned the Dr. Evil and Captain Action face sculpts.
