Talking Commander Year Please

Hi guys.

In had this TC as a child. I even kept the box and contents. Sadly my sister gave it with the rest of my collection away a year or so before I started collecting.

Can anyone tell me the year it was issued as I'm building funds so it's next on my hit list.
