I would imagine it's something someone cobbled together then put up as a joke....
So it's really NOT a commercial item at all but just a cobbled together "one-of" joke that's been put on the shelf and photographed? I almost wanted it to be real!
So here's what I believe to be a real "For Sale" item that has to be the biggest outfit scam of all time!

I honestly think that anyone wanting either could have easily made them himself, using parts that were already readily available.
Maybe we should have a contest for worst ever kitbash? Rules....take any inexpensive jointed figure and kitbash it into an absurd mutant. Give it an absurd super hero / super villain name, photograph it, and post it here.

Back in the late 1990s and early 2000s, DML released a basic figure called "Adam" that was a nude on a card. One of my collecting buddies joked that he looked like "Odo" from Star Trek: DS9. The most common ones were the 2.0 and 3.0 versions. The only major difference was in hair color. I picked up most of my local shop's collection about 10-12 years back, and kitbashed them in a variety of ways. Here is my little homage to them.
Civil War Berdan Sharpshooter:
WWII Eastern Front German Staff Officer:
WWII Navy Corpsman, Okinawa:
WWII Glider Pilot:
Indochina War French Foreign Legion para:
The Sharpshooter and Glider Pilot have blonde hair, the other three are brunettes.

Last one looks like Congo mercenary, former SS...possibly with some French Foreign Legion service time in the interim..Indochina, Algeria..,
