Can anyone help to identify this Cyborg please

I've had this cyborg kicking about for a few years now and have no idea what set he is from, could anyone please identify him he's missing the main part of his robotic arm and comes in this set of green overalls anyone any ideas cheers Ian  







and here he is in a Captain Scarlet bash I did a long time ago he was never part of Captain Scarlet but I thought he made a great robotic Captain Black  

He reminds me of the Borg off of Star Trek , but no idea , will be interesting , hope someone recognises it .

Thanks, Chip I think the right eye would light up as it looks like some sort of bulb that's fitted and yes I've had him some years now so would be great to find out something about him
